Responsibilities of Division
The Division of Early Care and Education has been established within the Department of health and Human Resources to develop a system of early care and education for the 101,805 children in West Virginia age birth to five. The primary purposes of this effort are to improve services for children and families while maximizing state resources. Early Care and Education includes a number of services designed to improve the affordability, quality, availability and coordination of early childhood programs. Some programs are offered directly by the agency. Others are offered through contractual or grant agreements with community or other state agencies. Some services are designed to support coordination with programs offered by other state and local agencies, such as Head Start, Birth to Three, Pre-school Special Needs and WV Pre-K.
Service components within the Division include:
• Child Care Subsidy
•
Licensing and Regulation
•
Child Care Quality Initiatives/Coordination
In support of these activities, the Division also provides extensive support
for the efforts of an Early Care and Education Advisory Council. This council,
PIECES (Partners Implementing an Early Care and Education System),was charged
with maximizing resources to develop an early childhood system from the existing
pieces within a variety of different state and federal agencies.
